Does minimalist phone support the creation of folders for grouping apps?

Yes, it does. To create a folder, simply long-press on any app in the all-apps list and select "Move to Folder". Additionally, you can add folders to your favorite apps. To do this, long-press on any folder and select "Add to Favorites".
